Add a box of rose food, like that made by Miracle Grow, and a small jar or rooting hormone specifically designed for rooting roses or shrubby plants. Rose cuttings can be started without the benefit of rooting hormone, but it just gives the cutting that added assurance of rooting.
Most garden centers and rose nurseries offer gift certificates, but it’s also possible to order a gift certificate online from a well-known nursery who will ship the rose to the recipient. Ideally a print catalog from a mail-order nursery should be included with the gift certificate.
